Our Reform Agenda
Introduction to Our Reforms

Pakistan Tehreek-e-Insaf Parliamentarians presents a detailed framework for reform across all critical sectors of national life. This comprehensive agenda is our pledge to the people of Pakistan, outlining our concrete plans to achieve true justice, development, and prosperity for all.

Constitutional Reforms
  • The Constitution of Pakistan and all domestic laws that contain Islamic provisions, especially the protection of the finality of the Prophet Muhammad (peace be upon him) and the honor of the Prophet Muhammad (peace be upon him), and the branches of democratic traditions and the protection of the federal parliamentary system.
  • Ensuring transparent, impartial and fair conduct of elections based on democratic traditions.
  • An independent judiciary and the rule of law. And guaranteeing fundamental rights to every Pakistani, and ending state violence, oppression and coercion.
  • Complete eradication of corruption, and indiscriminate and unbiased accountability of elected representatives, and all institutions, and further legislation and concrete practical measures to eradicate corruption.
  • Constitutional autonomy to all provinces based on reality, and implementation of the Eighteenth Constitutional Amendment and further measures.
  • Concrete, realistic and permanent constitutional and practical measures for the complete elimination of public deprivations in Balochistan, South Punjab and the tribal districts, and other areas, and ensuring their legitimate share (royalty) in their natural resources.
  • Equitable distribution of powers, resources and development funds to the grassroots level in all provinces.
Educational Reforms
  • Formation of a single curriculum for religious and secular education up to intermediate, making the teaching of the Quran and Hadith compulsory for every student, and modern education compulsory for students of religious madrasas.

  • Making the education system compatible with the ideological basis of the country, and ending the class-based education system, and an effective system for increasing the literacy rate, and making education free and compulsory up to matriculation.
  • Recommendation to make higher education accessible to every student and to facilitate the provision of basic facilities in educational institutions.
  • Recommendation to include first aid, self-defense and basic agricultural and industrial skills in the curriculum.
  • Urdu should be given the status of a truly national, official, teaching language, and the facility to conduct competitions and examinations in Urdu in schools, and guarantee the protection of regional languages.
  • Compulsory education for girls and the establishment of separate educational institutions for them.
  • Focus on knowledge and educational expenditure, and recommendation to allocate at least 25 percent for education in each provincial budget.
  • Focus on the educational curriculum and concrete steps for quality education and fees.
  • Formulation of a policy that makes it easy for teachers to acquire their own homes after retirement.

Women's Rights & Development
  • To provide women with rights based on the Quran and Sunnah and to enable them to play a positive role in society.

  • To eliminate un-Islamic social customs such as heavy dowry, neglect of widow marriage and un-Islamic customs etc.
  • To give them the position in society that Islam has given to women. And to prevent honor killings, at the same time discouraging triple talaq.
  • To establish separate medical colleges and universities for women, to promote home industries for economic prosperity. And to establish separate sports complexes for them.

Rights of Minorities
  • Protection of all rights of minorities, including the protection of their lives, property and places of worship.

  • Respect for their religious laws and customs in personal matters.
  • Equality in education, employment and rights like other citizens.
  • Prevention of unfair treatment, and discrimination, unfair treatment.

Youth Empowerment
  • Provision of decent employment for the youth, and compulsory merit in government jobs and arrangement of career counseling. Recommendation of interest-free loans on easy terms under self-employment schemes.

  • Provision of employment, or unemployment funds for disabled youth.

  • Arrangement of mental, intellectual and creative training and healthy entertainment, and training for the youth.

  • Providing opportunities for sports and recreation, promotion of healthy cultural activities, especially regional culture.

Public Health Revolution
  • Recommendation to double the current budget in the health sector.

  • Emergency facilities in all hospitals and OPD in government hospitals even in the evening, and free treatment of infectious diseases such as TB, hepatitis, cancer, etc.

  • Services of specialist doctors in all district and academic hospitals.

  • Establishment of health care centers, and measures to save patient data.

  • Islamic health Takaful (insurance) schemes for all citizens.

  • Production of quality and affordable medicines in the country. Measures for reasonable prices of imported medicines.

  • Awareness of public awareness against environmental pollution, prevention and control of all kinds of pollution.

Foreign Affairs and National Security
  • Formation of an independent, sovereign and dignified foreign policy.

  • Promotion of relations with Muslim countries and measures for effective and strong relations of Muslim countries.

  • Good and peaceful relations with all countries, especially neighboring countries, based on non-interference.

  • Strong support for Kashmir and Palestine.

  • Independence of Kashmir from India and plebiscite in accordance with UN resolutions will be an important pillar of our foreign policy.

  • Preventing all kinds of external interference and strengthening Pakistan’s defense.

  • Preserving nuclear capability and promoting nuclear energy for peaceful development purposes.

  • All international agreements will be ratified by the parliament.

Overseas Pakistanis
  • Recommendation for overseas Pakistanis to exercise their right to vote.

  • Effective schemes for education, security, welfare of children of overseas Pakistanis and protection of their properties.

  • Effective employment and business schemes for people returning from abroad.

  • Special priority of respect and dignity at airports.

Energy & Water Resources
  • Prevention of power theft, and recovery from defaulters.

  • Construction of new dams with national consensus. Acquisition of wind, solar, coal, nuclear and geothermal energy in addition to hydropower.

  • Planning to address the overall water shortage in the country.

  • Effective legal and administrative remediation of India’s water terrorism.

Industry and Labor
  • Effective planning for real industrial development, and promotion of industrial agriculture and dairy farming.

  • Avoiding privatization of national institutions and taking steps to make them profitable.

  • Establishing a balance between imports and exports, especially recommending the elimination of unnecessary taxes and duties on export industries.

  • Providing employment for unemployed youth through 129 industrial zones to be established under CPEC.

  • Increasing the salaries and benefits of workers according to the inflation rate, eliminating the contractor system in industrial institutions.

  • Expanding the scope of the social security scheme.

  • Increase in old age pension in line with inflation.

Agriculture and Rural Development
  • Effective planning for agricultural development, and concrete measures based on research to expand agriculture.

  • Elimination of unnecessary tax burden on agriculture, interest-free agricultural loans, and protection of farmers’ rights.

  • Provision of land free of charge to landless farmers and peasants, electricity, water, diesel, fertilizer, seeds and agricultural chemicals for agriculture at cheap prices.

  • Exports of vegetables, fruits and other commodities to Chinese markets to truly benefit from CPEC.

Freedom of the Press
  • Freedom of the press should not be restricted in expressing opinions, the media should be used properly for religious, moral and national interests.

  • Complete protection of the life, property and rights and privileges of journalists.

Social Reforms
  • Systematic and coordinated provision of moral training for students, youth and women.

  • Prevention of drug abuse and establishment of drug-free institutions.

  • Promotion of Islamic values, unity of the Ummah and Islamic society in every region and proper use of the masjid in the mosque to play a conciliatory role.

  • Facilitation of marriages for young boys and girls from poor families after the abolition of dowry and other un-Islamic customs.
